Which of the following most accurately describes the problem?

A ONE-TRUCK operation based in Greece has failed to convince the Transport Tribunal that it was actually a UK-based operation. The licence held by Sigma Transport was revoked by the Eastern Traffic Commissioner Geoffrey Simms, on the grounds that the company was based in Greece, and that decision has been upheld by the Transport Tribunal.

The company held an international licence for one vehicle and one trailer with an operating centre at Maulden in Bedfordshire. But when the Traffic Area wrote to the company's correspondence address in Milton Keynes, director Dionyssios Yannopoulos replied from Athens. A traffic examiner reported speaking to a clerical receptionist who said Yannopoulos visited the UK every two to three months.

Yannopoulos told the TC that the vehicle and trailer were constantly on the move carrying goods between England and Greece. Upholding the TC's decision. the Tribunal said it was plain that the vehicle and trailer were controlled from Greece and that they were normally stored there during quiet periods.
