Which of the following most accurately describes the problem?

A MERSEY FIRM which presented trucks for test in an 'appalling condition', and was said to have shown a cavalier and flagrant disregard for the 0-licensing system, has had its three-vehicle licence revoked.

Sole director of Bootle-based Margason Demolition & Plant Hire Margaret Quinn has been disqualified from holding an 0-licence for two years. In addition, the North Western Deputy Traffic Commissioner Elizabeth Perrett held that Joseph Long, the nominated transport manager, was no longer of good repute. To make matters worse, the company. which held a licence for three vehicles, failed to attend the disciplinary inquiry in Wigan.

Vehicle examiner Peter Rimmer said that in May he inspected one vehicle and issued it with an immediate prohibition. The frequency of inspection bore no resemblance to the agreed six weeks,varyingbetween eight weeks and six months.

A failure to regularly check brake performance was a matter for concern. Its initial failure rate at annual test of 75% was compounded by the fact that the company appeared to be totally reliant on the test to see if its vehicles met the required standards of roadworthiness.

Rimmer was told that there was a defect book in each vehicle hut none could be produced for his inspection. There had been a total of three immediate prohibitions, together with two variation notices issued when vehicles were produced for clearance. The appalling condition of vehicles presented for annual test and the prohibitions cast doubt on the company's ability to properly maintain its vehicles.

In reply to the DTC. Rimmer said he was unaware of anyone else operating from the site. There was nothing on the vehicles to indicate who the operator was. A vehicle seen to have an expired tax disc and test certificate was registered in the name of Bedford Place Plant Hire at the same address The DTC replied that her information was that Margason Demolition had gone into voluntary liquidation without notifying the Traffic Area.

Commenting on brake defects on one vehicle, the DTC said: They send shivers down my spine!" She considered that Long had either woefully failed in his duties or had allowed his name to be used.
