Which of the following most accurately describes the problem?

OLLOWING THE recent introduction of the legislation on front underrun bars some anomalies and operator confusion still exist.

Providing certain criteria are met, vehicles considered to be off-road vehicles are exempt. This can apply to some 8x4 tippers which have always been exempt from sideguard legislation. However, if the same chassis is fitted with a mixer. which has to have sideguards, depending on the type of equipment mounted on the back several of the criteria can be cancelled out, meaning the vehicle cannot be exempt from front underrun legislation as it no longer qualifies as an off-road vehicle. Of course the front underrun bar makes it even more unsuitable for off-road operation.

What bright sparks in their ivory towers decreed a tipper is an off-road vehicle and a mixer isn't? A similar situation can exist if the same tipper chassis is fitted with pneumatic discharge equipment.

The same nonsense applies to skeletal trailers.Fixed-bogie trailers have to comply with sideguard legislation, slidingbogie trailers don't, so be careful which type you choose to fall under.

With so much confusion surrounding legislation generally are the lunatics finally running the asylum? When operators have been priced out of business or lose their licences due to total confusion and lack of conformity, who will the legislators legislate for?
