Which of the following most accurately describes the problem?

TN a written decision, the West Midland

Traffic Commissioners have made a limited grant to an application by K.W. Coaches Ltd., of Daventry, for an excursions and tours licence starting from Rugby to operate a substantial group-of centre and progressive tours on the Continent.

The applicant sought a vehicle allowance of six per day and two per tour, with a picking-up point at Daventry in the East Midland area.

The Commissioners, after hearing the evidence of the applicant and the objectors, Worthington Motor Tours Ltd. and Central Coachways (Walsall) Ltd., considered that while the applicant's case was "a thin one", that of the objectors was equally "threadbare ", and accordingly made the limited grant. The period of operation was confined to July and August, with additional tours of one each at Easter and Whitsun, and vehicles were restricted to two on any one tour, with a limit of 20 departures a year.
