Which of the following most accurately describes the problem?

T. Fraser, Aberdeen, for 23 vehicles of 94-1 tons on A licence, was granted by the Scottish deputy Licensing Authority on Wednesday. The normal user was: "Goods within 60 miles; fish and trade requisites within Scotland with an extension to Hull, Grimsby, Shields, Fleetwood and Melton Mowbray ", and was subject to the surrender of five A licences authorizing eight vehicles and a B licence authorizing 15 vehicles.

The only objector, British Railways, withdrew in court at the outset after a further talk with the applicant. Mr. Birnie, the deputy L.A., heard seven witnesses give evidence of the good service provided by Mr. Fraser's efficient transport system, but all spoke of recent difficulties. Three witnesses spoke of the large increases in fish traffic, and it was said that unsold fish which used to go for fish meal was being sent to the South for pet food.

Several letters were produced in support of return traffic.

Mr. Fraser said that many people, when seeing his vehicles in the South, had asked for the use of them on return, but this was not possible with a Filicensed vehicle.

Eighty per cent of his total traffic, Mr. Fraser said, was in fish in Scotland and to the named places.

The deputy L.A. said that in the absence of objectors a sufficient case had been made.
