Which of the following most accurately describes the problem?

AT an executive committee meeting of the Road Haulage Association a resolution from the Metropolitan and South Eastern area of the Association, asking that an approach to the Ministry of Transport be made with a view to improving conditions caused by the ban on heavy lorries through the City of London on certain routes, was accepted.

Points made in the resolution were that inadequate notification of diversionary routes was given; that the alternative roads often were riot fit or adapted for heavy traffic; and that the influx of commercial vehicles on to the diversionary routes caused still more traffic congestion.

It was also stated that the rates committee is to have an early meeting to draw up a scheme for the charging of demurrage.
