Which of the following most accurately describes the problem?

THE 136-vehicle B-licence application for rail-replacement fish distribution services by Hull Fish Transport Ltd. has been . withdrawn and the co-operative scheme has largely been abandoned. The application was to have been heard in Leeds on December 2, and represented months of detailed planning by Lep Transport and others to provide a huge " road co-operative" capable of distributing fish from Hull to 1,000 towns, with 6,000 secondary deliveries.

As the rail fish services gradually fade out, merchants will switch to road but many of them will now make. their own arrangements for this transport. The new company. Hull Fish Transport Ltd., is likely to remain in existence for the time being.

Mr. Jack Allison, president of the Hull Fish Merchants Protection Association, said at the week-end: "Some of our merchants with traffic for the larger markets have withdrawn their support because they find they can get their fish into these markets cheaper than under the comprehensive scheme. Furthermore, those entering the co-operative scheme had to sign a three-year contract and some thought this would be a risk in view of the • development of Hull's freeeing fleet and its effect on supplies."

. said 172 Hull merchants had originally agreed to join. but 43 later withdrew: since then there had been further withdrawals -and the scheme was no longer economic. Mr. Allison said it was a bitter disappointment to him.
