Which of the following most accurately describes the problem?

DRODUCT1ON of commercial vehicles in September, amounting to 42,237, was an all-time record. This was partly because September was a five-week mouti: nevertheless the weekly average output, at 8,447, was also a record. In the first three quarters of the year, 265,028 vehicles were made, 35,357 more than

in the corresponding period last year when 265,028 were produced.

Output in all classes of goods vehicles except 15 cwt.-3 tons has risen, and single-decker production has more than doubled.

Exports in September, however, at 8,895, were the lowest for any month this year so far, and continued the downward trend begun in August from the previous five-figure level. But they were 1,016 more than in September, 1958.
