A HEATED discussion on the new Lorry Road User Charge (LRUC) proved one of the most depressing sessions at the RHA's spring convention in Portugal last weekend.
When delegates heard about the system Customs and Excise is planning to install to cope with the charge they branded its introduction as too late,completely unworkable and "spectacularly naive". Customs' Mike Shipp told the conference that the system would be entirely electronic, sending data from each truck to a central computer which would then take
the money owed by operators via direct debit to reduce paperwork.
He explained that the "occasional user scheme" would rely on greater driver input, but would be backed-up by roadside equipment — marker beacons — which would transmit information about each truck's location back to base. Compliance with the scheme would be checked by a network of special Customs' vehicles.
UK-based operators would be repaid for road use via a fuel rebate, although not through marked fuel.
