Which of the following most accurately describes the problem?

AN OPERATOR given three months to put its house in order or lose its licence has been given the all-clear.

Birkenhead-based Chris Reynolds Pallets (NW) appeared before North Western Traffic Commissioner Beverley Bell at a St Helens disciplinary inquiry to review progress since the inquiry in February At that hearing the company's licence for six vehicles and six trailers was curtailed to five vehicles and five trailers until August this year. It was also given three months to put things right or face the revocation of and disqualification from holding an 0-licence:the TC had required all vehicles to have a fresh annual inspection within 14 days and adjourned the hearing until May. She said the company's conduct had been cavalier in the extreme and it was negligent to the point of recklessness (CM 19

February). Vehicle examiner Roger Byrom said, in February, that over five years three immediate and nine delayed prohibitions had been issued; the inspection records were few and not properly completed; and inspection frequencies were not adhered to.

For the company,David Chant said that an immediate 'S'-marked prohibition issued since February had arisen through a new driver failing to spot two tyres that were below the legal limit. Transport manager James Reynolds said that the driver had been given a warning letter and arrangements had been made for a tyre contractor to check tyres every two weeks.

Directing that the curtailment end at the beginning of August, the TC said that she was satisfied there had been a change of culture and that 0-licensing was now at the top of the list of priorities. PULLED ITS SOCKS UP

The company clearly took full advantage of the opportunity it was given in February.
