THE PLANNING Inspectorate has dismissed an appeal from a skip-hire firm against the Environment Agency's refusal to register him as a controlled waste carrier because of previous convictions.

It would now be an offence for Simon James, who trades as Quickfill Skip Hire and Quickfill Mini Skips in Barry, South Wales, to transport controlled waste. It would also be an offence for any commercial operator to transfer waste to him.

The Agency received James' application to be registered as a carrier of controlled waste on 1 May 2003. It refused the application because of his previous convictions relating to dumping waste illegally.

The Inspectorate concluded that James had been convicted of offences in an individual capacity and by a firm of which he was company secretary. Some of the offences were described as "extensive and grave".
