Which of the following most accurately describes the problem?

• Rugby Cement is inviting tenders for a contract worth up to ,£200,000 a year for the haulage of 60,000 tonnes of fuel.

The fuel is currently transported by rail, but British Rail has announced that the line is to close because the annual total of freight it carries has fallen from 130,000 to 60,000 tonnes over recent years, making it uneconomical.

Rugby Cement divisional distribution manager Douglas Seward says the contract requires 10 vehicles a day, starting next month, to carry fuel from King's Lynn to its cement works at Barrington, Cambs.

He saysthat the work will probably be shared between a local haulier and a national operator.
