Which of the following most accurately describes the problem?

THE head of the powerful American Teamsters Union, Mr. J. Hoffa, is to demand that the Hope anti-jack-knife device must be fitted to all artics driven by members of his union when their contracts come up for renewal next year. This is reported by Mr. F. Hope, inventor of the unit, who has just returned from America after demonstrating the device to top US Government officials, ICC members and operator associations.

The demonstrations were originated by Mr. Hoffa following good reports from drivers of artics with the device in America. It is understood that the Hope unit considerably impressed everyone at the demonstrations and the event got wide coverage in American newspapers and television.

This is the biggest success yet for Fred Hope whose company, Self-Energising Disc Brakes Ltd., produces the equipment, as if it is fitted to all artics under the influence of the Teamsters Union there will be sales of around 500.000; and if Hoffa gets his full demands about 1.5 m. artics will be involved.
