Which of the following most accurately describes the problem?

FIVE witnesses from the National Coal Board gave supporting evidence when an application for a low-loader on B licence was made by Short Bros. (Coals), Ltd., Aberdare, to Mr. Idris Owen, South Wales Licensing Authority, at Swansea last week.

It was stated by Mr. T. D. Corpe, for the applicants, that the N.C.B. supported the application because they wanted a saving in transport costs. It was not because of any lack of service from the objectors, B.R.S. (Pickfords), Ltd., and R. Wynn and Sons, Ltd., Cardiff.

Short Bros. already had a low-loader operating under C licence and they had assured the Board that they would quote rates which would show a substantial saving on the charges invoked by both the objectors. The low-loader would be based at Glynneath and centrally placed to serve three N.C.B. areas within a 20-miles radius.

In support of the rates which Short Bros. were proposing to charge, Mr. Corpe called Mr. Ralph Cropper, transport consultant, to give evidence on costings. He claimed that the rates proposed by Short Bros. would adequately cover their costs. At this point, the objectors asked for an adjournment to consider Mr. Cropper's memorandum.
