Which of the following most accurately describes the problem?

BRITISH operators might obtain fairer permit allocations if the industry formed closer links with the Government, a former Department of Transport civil servant argued last week.

Addressing a Road Haulage Association international group meeting in Amsterdam last week, Headlight managing editor Reg Dawson, who was DTp head of road freight until last month, said that the time has come for the industry to give serious consideration to forming such a link.

He said that the existing ad hoc arrangements between the industry and Government had forced civil servants to take commercial and operational decisions for which they are not equipped, and said that this system may have been stretched to its limit.

Mr Dawson said that stronger links might make politicians more aware of the essentially boring subject of quotas. He added that it might also appeal to the Government as a cosmetic reduction in numbers of civil servants similar to that achieved through the sale of hgv test stations.
