Transport (DfT) and its agencies will need to be replicated in Scotland if it becomes independent.
The government last week published details of the public bodies that might need to be developed if devolution does take place, including the DfT, Vosa, DSA, DVLA and the Vehicle Certification Agency.
The report suggested a devolved Scottish government would need to expand existing Scottish departments to cover services the agencies currently provide, or create new departments.
