Which of the following most accurately describes the problem?

NI The government's 10-year transport plan is not robust enough to meet the UK's future needs and the situation will worsen unless action is taken soon, says the Freight Transport Association.

Its analysis of the progress made on the transport plan reveals that while many targets have been met, congestion is still rising, reliabiliv is failing and costs are spiralling. It warns that the present plan will not retrieve the situation unless action is taken immediately FTA chief executive Richard Turner says: "Life on road and rail is getting much tougher, The present and forecast growth of demand means planning and investment has to keep run ning in order for the service just to stand still.

"Overall spending on strategic road building is on course, but it now needs retargeting with investment brought forward."

Turner is calling on the government to deal with the widening gap between the demand for transport services and the supply of those services.

The Confederation of British Industry (OBI) is also concerned. It is urging Transport Secretary Alistair Darling to reinvigorate the 10-year plan with an additional .£15bn investment and a pledge not to shirk a series of key decisions during the next 12 months.
