Which of the following most accurately describes the problem?

• The first new road scheme in the government's £2bn programme of improvements to the UK's motorway and trunk road network has been opened by the Highways Agency.

The 2.5km Polegate bypass near Eastbourne is one of 53 upgrades planned over the next seven years to ease congestion, increase integration with public transport and reduce pollution.

Other projects include improved access to the docks in Hull, major bypasses for Bingley and Selby in Yorkshire and a new bridge across the Medway which is due to open later this summer.

Sue Moody the PTA's regional director for London and the South-East, welcomes the investment: 'The only way Out of Eastbourne previously was via Polegate on a road totally unsuitable for the volume of traffic,"
