Which of the following most accurately describes the problem?

TO MAKE maximum use of existing roads in congested urban delivery areas, priority had to be given to lorries on legitimate delivery operations, at the expense of private cars, said Sir Daniel Pettit last week.

The NFC chairman was speaking at an international transport seminar (see page 34). He sug gested that the priority could take the form of reserved road space or result from limitations on parking, from additional licences or road pricing. It was justified by the essential nature of lorries, for which there was no real substitute, whereas public transport provided motorists with an alternative.
