Staff work of an entirely different calibre got a mention by one speaker during the seminar. Surveying the various haulage licensing systems operated in Europe, Professor Aberle, of Giessen University, made a plea for a .streamlining of licensing procedures, adding : "Restrictions an admission to the market through the simple filing of applications without dealing with them, as is supposed to happen occasionally in France, are then no longer permissible."

I like that tactful "supposed to happen occasionally." Stops the mouldering in the pigeonholes from causing a fluttering in the dovecotes.
