Which of the following most accurately describes the problem?

• Local hauliers could be involved in the first trials of a motorway tolling scheme. The trial will take place on the M3 early next year: they have been held up until otter the school holidays because the DOT wants them to go ahead during "normal" traffic conditions.

The year-long pilot, between Junctions 6 and 7 near Basingstoke, is likely to include local hauliers.

"We want the tests to reflect accurately as many road traffic conditions as possible, including seasonal school traffic," says the DOT.

Other schemes will be assessed at the Transport and Road Research Laboratory in Crowthorne, Berkshire. A range of automatic charging methods are being considered-, involving gantry mounted sensors and vehicles fitted with sender units.

Drivers could buy electronic smart cards, or might be sent monthly bills. Equipment From private consortiums will be tested including Borsch, GEC, Serco and Siemans, Racal and Peek. There are no plans to install toll booths.
