• Only two Scottish councils have awarded contracts to private firms in the first round of compulsory competitive tendering, according to a survey by the Convention of Scottish Local Authorities.
Skye and Lockalsh District has placed a five-year refuse contract with L&C Waste-Tech of Linlithgow, which beat an inhouse bid of 2274,198 by more than 254,000.
The other Scottish authority to award a contract to a private contractor is Tayside, which has privatised some of its cleaning services.
The survey shows that 28 out of 49 regions have awarded contracts to in-house teams.
