Which of the following most accurately describes the problem?

• Parcels company Panic Link has delayed its move into Ireland until later this year because of airline scheduling difficulties. The firm had planned to open 35 depots in Ire land during June (CM 25-31 May). It says it has not been deterred, and managing director Eric Norman hopes to have an office in every major European town within a year.

Panic Link is spending 22 million on expansion of its UK administration and sorting centre at Lount, Leicestershire, and plans to open a purposebuilt vehicle maintenance centre by November.

The company is selling franchises in Ireland, and already has over double the 35 franchise applications it needs. The 230,000-plus franchises will feature vehicles in Panic Link colours supplied by the individual companies.
