PEERS have reinstated the right of existing operators to object to new applicants after deregulation and to appeal against Traffic Commissioners' decisions.

During the committee stage of the Transport Bill last week, they voted by 119 to 103 to allow representations about applicants, despite. strong opposition from the Minister in charge of the Bill, Lord Belstead.

He accused supporters of the change of discouraging new operators largely on grounds of safety, even although the Bill considerably strengthened safety standards.
