Which of the following most accurately describes the problem?

I N a written decision the West Midland Traffic Commissioners have granted an application by the Potteries Motor Traction Co., Ltd., and by nine independent operators in the Potteries/Leek area for an increase in fares. The increase, to take effect from tomorrow. July 28. will apply to stage carriage services and four express 'services. The Commissioners approve in principle the applications for fares increases on excursions and tours but defer their formal decision, to con sider whether notice to vary should be given to three operators who have not yet applied for increases in these fares.

In their decision the Commissioners add that they believe there is limited scope for one-man bus operation by they appreciate the operational and administrative difficulties but urge that " the already protracted discussions " on this subject between the company and employees representatives should be speeded up.
