Which of the following most accurately describes the problem?

BECAUSE the division of responsibility for sanctioning increases in motorbus and • trolleybus fares • is divided between the Licensing Authorities and the Minister of Transport, thereby causing delays in announcing decisions, the Minister is to examine the position with a view to expediting the machinery.

EMPLOYERS PRESSED TO PAY FARES EMPLOYERS in the. Manchester Lei district are to be asked to pay the travelling expenses of their workers. A campaign with this aim has been launched by trade unionists in the engineering industry, as an alternative to the elimination of workmen's early morning fares.

Cllr. Chris. Blackwell, a member of Manchester City Council and vicechairman of the works committee of Metropolitan Vickers, Trafford Park, Manchester, is the leader of the movement. At the next meeting of Manchester Transport Committee, he is to submit a resolution welcoming the payment of workers' fares by their employers and offering the committee's full co-operation.

From 1946-50 he was president of the Institute of British Carriage and Automobile Manufacturers, and was the first president of the Institute of Body Engineers from 1949-51.
