Which of the following most accurately describes the problem?

I note with total dismay the HSE's attitude to companies carrying dangerous goods who do not have a duly appointed Dangerous Goods Safety Adviser.

As a duly appointed DGSA I would be the first to agree that the regulations are total Euro c"p (rhymes with trap) but the law is perfectly clear.

Is this yet another case of this government talking long and acting short? The message seems perfectly clear: "Don't bother complying with the law—it is cheaper not to and you will only get a rap over the knuckles."
