The company applied to renew its two-vehicle licence, transferring the second vehicle to Construction House, Grenfall Avenue, Hornchurch, from Romford.

South Eastern & Metropolitan Deputy Traffic Commissioner Marion Simon was told the change would mean a reduction in the use of Grenfall Avenue by the second vehicle, as the company was currently having to bring it to Construction House each day for loading.

The residents complained about traffic problems in Grenfall Avenue, the root cause of which had been the council's decision to close Grenfall Avenue at the Hornchurch Road end. This meant vehicles could not turn anywhere and had to reverse.

Employees of light industry companies at the end of the road parked their cars in Grenfall Road, causing traffic congestion. Delivery lorries going along the road pbsed a danger to pedestrians. Residents complained that Antler's vehicles operated at all hours.

For the company, Philip Redman said that in 18 months there had been fewer than 60 journeys during unsocial hours. He pointed out that the corn

plaints from the residents were not from those living closest to the operating centre.

Evidence was given by the company that in the six years it used the premises no complaints had come from the police or council. Its vehicles usually left at 07:30hrs and returned any time after 17:30hrs. The business would suffer if restrictive conditions were imposed.

Simon said that though she found some environmental nuisance was created, it was not enough to refuse the application. A high number of complaints related to other vehicles going to and from the industrial complex.
