Which of the following most accurately describes the problem?

CONCERN for the safety of the public led the chairman of the Scottish Traffic Commissioners, A. B. Birnie, to grant renewal of a psv licence on condition that under-vehicle inspection facilities would be installed.

This followed evidence given by senior traffic inspector Peter Harper last week over an application for licence renewal by Gordon Cowan of Uddingston. Mr Harper said there was a positive need for operators to have under-vehicle inspection facilities for passenger vehicles.

At the hearing, Mr Cowan, operating four vehicles all with immediate PSV 71 notices within two years, proposed to erect his own garage which would incorporate such facilities.

In the meantime he was going to inspect vehicles in an open yard without ramps or pits.

Mr Birnie granted the application pending written undertakings and subject to ability to inspect by approved means.

No action was taken on the breaches of maintenance charges which involved, in the main, brake and spring defects and failing to keep maintenance records.
