Which of the following most accurately describes the problem?

the Road Traffic Act governing the minimum wages payable to people employed in connection with public service vehicles?

A Yes. Section 152 of the Road Traffic Act,

1960, requires that wages "shall not be less favourable than the wages which would be payable and the conditions which would have to be observed under a contract which complied with the requirements of any resolution of the House of Commons for the time being in force applicable to contracts with Government departments".

The Minister of Labour has power to refer complaints from "any organization representative of the persons engaged in the road transport industry" to the Industrial Court. If the Court decides that a breach of the Act has occurred, the employer is dealt with in all respects as if he had failed to comply with a condition attached to his road service licence. The jurisdiction of the Industrial Court in such cases is civil, not criminal. No fines or imprisonment result but the Traffic Corn missioners would automatically revoke the road service licence.
