Which of the following most accurately describes the problem?

Masternaut has become the latest telematics provider to offer a GPRS-based vehicle tracking system.

The new service, which gives live positions every N seconds, is available for a fixed monthly fee of £2 per vehicle per day, and is claimed to significantly reduce the cost of continuous tracking compared to more traditional GSM-based systems. Masternaut MD Martin Port says the daily fee covers all costs, including initial vehicle installation, equipment maintenance and communication. Also included in the price are daily, weekly and monthly e-mail reports with time sheets of fleet utilisation and service performance.

Port says the system also includes an employee Identification Interface that uses a clocking-on/clocking-off key, and a tachograph interface that will track drivers' hours and provide an alert if hours are breached. The system can even be set up to provide e-mail reports of vehicles that have entered the London congestion charging zone, he adds.

The Web-based service can also be used to provide messaging, in-cab navigation and journey plans for drivers, as well as real-time traffic and travel reports.
