Which of the following most accurately describes the problem?

• Cardiff traffic officers are cracking down on the influx of illegal tipper operators in the city.

Cardiff Bay, the former dock area, is being redeveloped and this has attracted a lot of "unscrupulous operators" to the area, says Vehicle Inspectorate traffic officer Stephen Williams.

Tipper operator Wilbert Davies of Bristol, was succesfully prosecuted last week on three charges after three of his vehicles were stopped on the same day.

He was found guilty of not paying vehicle excise duty on two vehicles, using one in a dangerous condition, employing an unlicenced driver, and also of not possessing an Operator's Licence.

He was fined £3,200 and charged £16,988 in back vehicle excise duty.

Cardiff traffic officers are now planning more spot checks in the Cardiff Bay area.
