• Four months after it became law, Joan Ruddock's much-publicised vehicle seizure Act has failed to bring a single fly-tipper to justice.

Only one fly-tipper has had his vehicle seized under the Labour MP's Control of Pollution (Amendment) Act 1989 since the law came into force in mid-October.
