• Four months after it became law, Joan Ruddock's much-publicised vehicle seizure Act has failed to bring a single fly-tipper to justice.
Only one fly-tipper has had his vehicle seized under the Labour MP's Control of Pollution (Amendment) Act 1989 since the law came into force in mid-October. And legal moves against the owner by the London Waste Regulation Authority have ground to a halt with the owner denying he was driving the truck when alleged offences were com
mited. His vehicle was only held for 24 hours.
The LWRA — the most enthusiastic waste regulator which originally greeted the seizure powers as a powerful new tool against fly-tippers — admits to being "disappointed".
