• A group of independent skip hauliers are canvassing firms across the country to gather evidence of unfair practices by local councils and their main waste contractors.
The group also wants to know about law enforcement policies, which vary widely.
The East Lancashire Skip Owners Association has already sent out 1,000 questionnaires to firms in the Yellow Pages, covering about one third of the country, and another 2,000 forms will be despatched shortly.
Independents need to pull together in the face of increasing pressures from councils, says ELSOA secretary John Field.
The Association has produced standard forms for environmental requirements — see page 22.
