Which of the following most accurately describes the problem?

FEES for operators' licences are being increased from £4 to £5 from January I or substantive applications. The £1 interim licence fee is now payable in advance and a similar fee is being introduced for interim directions. The minimum period for the calculation of refunds has been changed from one month to one quarter.

The 0-licence increase has been made possible by a re-enactment of the Goods Vehicles (Operators I.icences) (Fees) Regulations, 1971.
