Which of the following most accurately describes the problem?

PORT CHARGES are to be increased at all British Transport Docks Board ports by an average of nine per cent from January 1, 1975.

The increases concern all international traffic, and will include dues on ships, goods and passengers, and charges for cargo handling and other services. THE FIRST 16 miles of M23 — the London-Crawley motorway — opened last week. The section is between Hooley and Pease Pottage.
