Which of the following most accurately describes the problem?

MORE THAN 15,000 copies of a consultative booklet on ways and means of financing London's public transport system are now being circulated by the Greater London Council. The booklet points out that recent fare increases were implemented to meet an immediate crisis but that a longterm decision will be necessary soon.,

Three options are offered to ratepayers: fare increases of 45 per cent in each of the next three years to produce full funding for London Transport services; fares increases of 30 per cent a year for three years plus about 15p a week on the average domestic rates bill; or maintain fates at existing levels and add 25p a week to the rate bill.
