Which of the following most accurately describes the problem?

the provisions of the Road Traffic Act 1974 needed a Statutory Instrument before they became law though more recently you pointed out that Schedule 6 to this Act had already added a new tire of reportable accident. Has the required staturory Instrument come into operation?

A it is only recently that copies of the Act have been obtainable. Section 24(2) of the Act states that Schedule 6 shall have effect: that is it came into operation immediately the Act received Royal Assent at the end of July. Subsection (4) states that, except in its application to Northern Ireland, this Act shall come into operation on such a day as the Secretary of State may by order made by Statutory Instrument appoint and different days may be so appointed for different provisions and for different purposes.

The Statutory Instruments referred to have not yet been made.
