Which of the following most accurately describes the problem?

A TRIBUTE to the abilities of Sir Richard Way, who retires as chairman of London Transport on Tuesday, has been paid by the Greater London Council's transport committee. Sir Richard should he thanked for his "devoted and distinguished services", says the committee.

Sir Richard decided to leave LT earlier this year because, among other reasons. he was fed up with political interference in its policies. The committee describes Sir Richard as "having been forthright and fearless in his dealings with the council". In its report the committee refers to his "persistent and outstanding championship of the cause of some 60.000 and more staff of all grades and disciplines employed in LT".

As well as pressing for improved earnings, progressive and more flexible conditions of employment, Sir Richard had, says the report, "pressed for a proper recognition that work done at socially inconvenient times should he suitable and specially recompensed".

Chairman of the transport committee Dame Evelyn Deningtorj. said: "I am an admirer of Sir Richard Way for what he has done for LT. He is an outstanding administrator".

Sir Richard is being succeeded by Mr Kenneth Robinson, a former Labour Minister of Health.
