Which of the following most accurately describes the problem?

• The Passenger Vehicle Operators Association announced last week that it had now received confirmation that British coaches entering France in 1969 will still be required to carry a Carnet de declaration. Representations to the French authorities, made through the IRU, that there should be relaxation of Customs requirements on passenger vehicles, have not been successful.

Due to devaluation and a rise in price, the cost of these documents has risen by 50 per cent, and PVOA (the sole distributor in Great Britain, on behalf of the French Government) is obliged to increase the charge for the Carnet to £1 10s as from January 1 1969. However, in the case of PVOA members, because they already contribute to the administrative costs incurred by the association, the new price will be £1 5s only.
