Which of the following most accurately describes the problem?

• Dundee transport convener is demanding an apology from the PIB for claiming that he fixed a bonus for 800 busmen without consulting the management. Bailie Len Johnston has asked his solicitors to write to the Board.

The PIB allegation was included in a report on Dundee Corporation negotiations with busmen over the back-dating of a pay rise and payment of a 13s 6d productivity bonus.

But on December 17 union and management were backing Bailie Johnston in his assertion that no decision was taken before consultation with both parties.

Bailie Johnston said: "I am highly indignant and want an apology. No agreement such as this was taken without normal procedure and everyone was represented. There is no foundation to this statement and I feel it should be withdrawn."

Freezing of the busman's £1-a-week rise, and their productivity bonus resulted in a three-week strike in the summer. Now the corporation, running the buses at an annual loss of £180,000, is entering negotiations to sell out to the Scottish Bus Group.
