Which of the following most accurately describes the problem?

• Yuill and Dodds of Strathaven in Lanarkshire has again been denied planning permission to extend its operating centre (CM 13-19 August). Managing director Jimmy Yuill has been trying for the past three months to convert 6,000m2 of derelict land adjoining his premises into a staff carpark, without success.

The August meeting of East Kilbride District Council's planning committee has just decided, like the July meeting, to postpone its deliberations on Yuill and Dodds' proposals.

Jimmy Yuill feels that the councillors are stalling, on "purely political" grounds and says that the Labour-controlled council is stonewalling him because it does not like the fact that his company moved coal during the bitter miners' strike in Scotland in 1984/85.

"We're getting nowhere fast," says Yuill. "Twice I've applied for the car park extension. Twice I've been turned down. The council never bothers to tell me about its decision, though. I have to read all about it in the local paper."
