Which of the following most accurately describes the problem?

• From the beginning of November domestic drivers of heavy goods vehicles not covered by EEC hours laws will be able to work with a more simplified weekly record book, following changes to regulations made by Roads and Traffic Minister Peter Bottomley.

The latest record book, which must be used from 2 November, will supersede the current EC Individual Control Book.

According to Bottomley, "The new requirements represent a further example of lifting a burden, albeit a small one, from the road haulage industry."

The Department of Transport says that the introductory date of the new book has been chosen to ensure that there is plenty of time for it to be available before the new measures come into force. The book will be available from HMSO bookshops, it includes full instructions for operators.
