Which of the following most accurately describes the problem?

• The national licence held by G F and M A Thomas, trading as Handled Haulage, has been suspended by Eastern Licensing Authority Brigadier Compton Boyd following its failure to appear at a Nottingham public inquiry.

The partners hold a licence for two vehicles in possession with two vehicles and four trailers to be acquired based at Donnington near Spalding. They were called to disciplinary proceedings because of doubts that they still meet the requirement to the appropriate finance standing after a cheque made out to the traffic area in payment of licence fees bounced. The fees were later paid but no explanation was forthcoming.

Suspending the licence with immediate effect, Boyd said the matter had been adjourned from a previous occasion when the partners had also failed to put in an appearance.
