Which of the following most accurately describes the problem?

• The fraud squad is investigating a Hamburg company which is sending out invoices for entries in a directory of companies it claims to produce.

The company, which calls itself DHL Worldwide Service to Industry, is not in any way related to air express company DHL International (UK). Norman Rose of the CBI's legal division says: "DHL Worldwide Service to Industry appears to be trying to ride on the success of DHL International." Not surprisingly the real DHL is very annoyed, and has already taken the step of alerting its 28,000 customers in the UK."

Companies are being invoiced by DHL Worldwide Service to Industry for entries in a directory it claims to produce. Rose warns: "Anyone who receives one of these invoices for an entry. . . would be well advised to throw it in the waste paper basket, along with any solicitors' letter which may follow. Invoices are being pushed around in the holiday season, when staff who regularly process them could easily be away on leave."

The Hamburg-based company asks for correspondence to be sent to Sunnymeade House, 1 Bromley Lane, Chislehurst, Kent, the address of the Chislehurst Business Centre — but CBC says it has not authorised the use of its address by the company.
