Which of the following most accurately describes the problem?

• Eastern Licensing Authority Brigadier Compton Boyd has renewed the licence held by Rablock Scaffolding of Nottingham for two years, but he has warned the company that it cannot afford to appear at a further public inquiry.

He says it is a serious matter for any operator to appear at a public inquiry because of a question mark over maintenance, and it could be said that such an operator is teetering on the edge of a precipice.

The four-vehicle licence was granted for an operating centre at Wells Road — not for premises the company currently occupies in Trent Lane, as those premises were only just in the process of being advertised as the company's operating centre.

Boyd said that operating centres were not specified on licences just for fun and the company had had no authority to move. It would have to return to the operating centre specified on the licence for the time being and if he found that it was not operating from there it was going to be in serious trouble.

Evidence was given by a vehicle examiner that an immediate prohibition had been issued when a commercial garage employed to undertake the maintenance had failed to do the job properly, despite the fact the company had spent a considerable amount of money with the garage concerned. It had now entered a contract with a different garage. Boyd said that whether or not the company had been let down, the blame rested with it. It was up to the company to find the right garage to do the work properly.
