Which of the following most accurately describes the problem?

LOTHIAN Region Transport's night bus services in Edinburgh are to be recast, and for the first time there will be regular services in the early hours of Sunday.

Transport officials have redesigned the five night services to serve more areas and to cut down on routes which are lightly used. The basic fare, which operates from 4 am, is to be increased from 50p to 75p. Between 4 am and the start of regular dayshift services normal fares are charged.

The changes are expected to save Lothian around £70,000 a year.
