Which of the following most accurately describes the problem?

service for Cowley?

• A feasibility study is being made by City of Oxford Motor Services Ltd into the possibility of introducing special bus facilities for workers at the British Leyland car complex at Cowley, Oxford.

Although the company is not committed as yet, the type of service envisaged is a door-to-door service similar to the Blue Arrow service inaugurated in Stevenage by London Transport, and now operated by London Country Bus Services Ltd.

Many of the workers at Cowley drive to work, and some cycle, but there is a steady flow of traffic on bus services operated by City of Oxford. In addition, using a car often involves a long walk from the car parks provided to the factories. A Blue Arrow-type service would cut out this walk, and avoid the delays incurred in trying to drive out of the car parks at the end of a day's shift.
