Which of the following most accurately describes the problem?

• The ETA has formally objected to the proposal that goods vehicles should be banned from using nine off-street car parks in Watford.

The Watford council has been told that the proposal would be a retrograde step particularly in view of the DoE's call for adequate off-street parking facilities for commercial vehicles. The FA admits that there may have been specific occasions on which residents have been disturbed by some drivers but, the FTA points out, the police have powers to deal with offenders without the introduction of further restrictions.
