TOTAL of £130 in fines and five guineas costs were imposed on Melvyn M. Mattock, of Mattock Haulage. Stoke Newington. when he pleaded guilty at Harlow, Essex, on Tuesday, to 13 summonses alleging licence offences.

Mr. Richard May. prosecuting for the Metropolitan Licensing Authority, said that when one of Mattock's lorries was stopped on January 29 it was found to have no licence identity certificate. Inquiry showed that the vehicle was operating without a carrier's licence and the prosecution could also prove its use without a C licence on three occasions.

Referring to two other vehicles operated by Mattock, Mr. May said they were covered by a Contract A licence. Inquiries into the use of these vehicles showed that Mattock was carrying items for, another firm and there were 10 summonses against him for these occasions.

Mattock had four previous convictions for a breach of a contract licence. displaying a forged A-licence identity certificate, using a C-licensed vehicle for hire or reward and using a vehicle for hire or reward without a carrier's licence.

Mr. P. Kenworthy-Browne. for the defendant, said that Mattock had not sought legal advice, but he had gained the impression from friends that he stood very little chance of being granted a licence and so carried on without one. He had now applied for the necessary licence and his livelihood was in jeopardy.
